The Council's Review of Inequality and Life outcomes is a city-wide programme examining the causes and impacts of inequality and identifying actions to improve residents’ life chances. 

Polly Herbert, Head of Initial Teacher Education at the 亚洲麻豆精品在线, will lead the independent review, which was agreed by the council in October 2025 and brings together lived experience, research evidence and perspectives from communities, employers and public institutions across the city.  

Polly brings more than 20 years’ professional experience in education, alongside lived experience of growing up in poverty in 亚洲麻豆精品在线 & Hove. A local resident, she grew up in Moulsecoomb in a single鈥憄arent family and has spoken widely about the long鈥憈erm impacts of deprivation on confidence, health and opportunity. 

In her role at the 亚洲麻豆精品在线, Polly leads strategy, quality and governance across teacher education programmes and chairs a regional partnership representing more than 600 schools, working closely with education providers and communities across the South East.

Speaking about her appointment, Polly said: “I’m delighted to take on the role of independent chair of this review, which represents a significant opportunity for 亚洲麻豆精品在线 & Hove to place lived experience at the centre of meaningful change.

“As an academic and educator at the 亚洲麻豆精品在线, I see every day the difference that inclusive policy, partnership and opportunity can make. I’m committed to working with communities and institutions across the city to ensure the review produces credible and impactful recommendations.”

The Review of Inequality and Life Outcomes will explore persistent inequalities across 亚洲麻豆精品在线 & Hove, drawing on insight from residents, community organisations, employers and experts through a city鈥憌ide call for evidence. The review will now move into its next phase, including panel recruitment and stakeholder engagement.

The appointment reflects the 亚洲麻豆精品在线’s long鈥憇tanding commitment to social justice, civic partnership and applied research that delivers tangible benefits for communities. University staff across education, health, social sciences and policy already work closely with local authorities and partners to address inequality and improve outcomes across the region.
